Can you lock the wanted level at Zero on GTA 3?

Question by goreblood99: Can you lock the wanted level at Zero on GTA 3?
Ok I have a question. Please do not say oh "search google" and what not. I've done that for awhile. This is not San Andreas, this is GTA 3, in Liberty City you know. I just want to lock the wanted level. I've found many cheats and one that says lock wanted level but it didn't work. I tried No wanted level, and it just lowered it......If you can please give me the code.
