Why do I need more experience to be in management in a corp. then Obama does to be President?

Question by nothing but the truth: Why do I need more experience to be in management in a corp. then Obama does to be President?
When I look for a management or director position in HRIS, most companies require degree plus 10+ years of progressive experience with at least 7 years in management. That is just middle management.
